Vartiosaari island is developed into an active recreational area as a part of the East Helsinki Culture Park.
The local master planning in Vartiosaari starts in February 2022
In accordance with the City Strategy 2021−2025, Vartiosaari is designated for recreational use. The Supreme Administrative Court repealed the City Plan 2016 markings for Vartiosaari and the local master plan for the construction of Vartiosaari. The previous City Plan 2002 designated Vartiosaari as a survey area. Now the land use will be decided by a local master plan. The island is developed into an active recreational area as a part of the East Helsinki Culture Park. The aim is to plan the recreational activities in line with the nature values in the area. The island as a whole is part of the maritime East Helsinki Culture Park, while the forests are part of the Helsinki forest network.
The protection of the villa area, which is of national value, will be promoted. The development of recreational, holiday and tourism services in Vartiosaari will be facilitated. The plan will ensure the accessibility of services on the island and consider the existing recreational routes. The aim is to protect the nature sites.

The Participation and Assessment Plan (OAS) will be on display from 1 February to 11 March 2022 as follows:

- New Southeastern Helsinki online event on 2 March 2022 presents the participation and assessment plan of the Vartiosaari partial city plan in brief.
- Online resident event about the Vartiosaari partial city plan on Wednesday 9 March from 17:00–18:30. You can join the Teams meeting starting at 16:50 by typing bit.ly/vartiosaari-oyk in the web browser address field. The event will begin at 17:00 and end at 18:30. You can participate using the web browser without downloading the Teams application to your device.
Please submit your comments on the participation and assessment plan and the preparatory materials no later than 11 March 2022. Those who have provided their e-mail or postal address in connection with the comments will receive a notice of the decision of the Urban Environment Committee.
