The Helsinki City Council made a decision in April 2018 to sell the Bunkkeri in Jätkäsaari to SRV Construction Ltd. The intention is to build housing as well as a swimming pool and exercise premises for public use in the former warehouse building and its new floors. The demolition works and the construction on Bunkkeri was supposed to start in spring 2020, but according to current knowledge, the start will be delayed to the end of the year 2020.
The final decision-making, i.e. the property transaction and the signing of the rental agreement and the investors making a commitment to the project, has been hindered by, for example, an appeal to the administrative court about the Helsinki City Council’s decision to sell Bunkkeri to SRV Construction Ltd. The project as a whole is an exceptionally demanding body of contracts.
The contracts related to Bunkkeri cannot be signed before the administrative court has made its decision on the principal appeal. This is the situation despite the decision concerning the implementation of the City Council’s decision earlier in spring 2018 and the permission to implement granted by the supreme administrative court on 9 October 2018. The appeal has been pending since May 2018 and, according to the administrative court’s latest estimated schedule, the decision will be made before summer 2020. In the previous estimate, the decision was expected during 2019.
The city of Helsinki has advanced the implementation of the Bunkkeri project entity in collaboration with the parties to the project despite the pending appeal procedure. This course of action has been chosen, because all court instances have stated that there are no obstacles to the implementation of the City Council’s decision. The supreme administrative court issued its decision in the case on 9 October 2018.
This means that the completion of Bunkkeri will be delayed at least by another six months. According to the new schedule, Bunkkeri’s exercise premises will be completed in 2023. Due to the delay of the Bunkkeri project, a temporary sports hall for the adjacent comprehensive school has already been built in connection to the Jätkäsaari sports park.
